Mr. Grant Smith having failed to hand over

the archives and property of the Consulate and

the Peruvian Government funds in his possession to

Monsieur Mesa, who had been duly deputed to receive

them, the latter instituted legal proceedings

against the ex-Consul in the Hongkong Courts the

result of which was not known at the time the re-

quest of the Peruvian Government was made.

As will be seen from a note from the Peruvian

Chargé d'Affaires, copy of which is enclosed, Mon-

sieur Mesa exercises jurisdiction in matters of

discipline over the Consulates of the Republic in

Asia.

The Peruvian Government ask that telegraphic

instructions may be sent to the Governor of Hong-

kong to arrange that ex-Consul Grant Smith shall

hand over the archives and money belonging to

be given to the Peruvian Government in this matter.
